Propose to promote a program plenary municipal alternative home and transition to the social inclusion of people in difficult situations (24/04/2009)

The Department of Social Welfare and Housing submitted a proposal to the plenary, to be held on Tuesday 28 April, to maintain and encourage the development of a Municipal Housing Program Transitional Alternative and social inclusion of people in distress, that emphasizes personal integration, family and their social through a series of actions and professional interventions.

Also, through this proposal aims to establish the regulation of access and permanence to this service through the design and drafting its regulations to include and reflect a scale for assessing the economic capacity / potential beneficiaries and standards regime to ensure adequate living and collective operation such as entry and exit times, maximum time and criteria for access, among other issues.

The councilman of Social Welfare, Juan Carrion, said that a cause particularly sensitive to the appearance and maintenance of social exclusion, is the structure and the availability of housing, noting that "the right to adequate housing is collected in the Constitution (Art. 47) as one of the fundamental rights of all people, calling for the adoption by public authorities of the measures necessary to meet the housing needs and promote suitable conditions of housing dignified and appropriate. "

In this regard, the mayor noted that since the municipal social services are being detected increasingly number, cases of individuals and households with limited or no economic resources in a situation of homelessness caused by problems of living in habitual residence and maintain a position of important personal and family disintegration.

The Infrastructure Program has been implemented on an experimental basis and a pioneer in regional scale, the City Council of Totana during a period of 6 months with the collaboration of the Ministry of Social Policy, Women and Immigration CARM, counting with a house rented for this purpose.

This bar program has made very successful in providing accommodation for 12 people and 1 family unit and encourage processes of residential and social inclusion of most of these people (return to home after the cessation of conflict, access to own residential alternatives through economic support, access to training resources, occupational and labor, etc.).

Therefore, as stated Carrión, "it is appropriate to maintain and strengthen this program so you can count on our town with a municipal equipment (subject owned or leased) to provide vulnerable people and social insecurity crossing an economic crisis and / or social interaction supervised temporary accommodation and develop parallel interventions and social support measures for promoting social and residential standard of these people in their immediate environment. "
