The Citizen Forum Totana intervened before the regular September plenary session, held on Thursday 25, regarding the motion on the proposed Electoral Reform Law on election of mayors.

Joaquin Master was in charge of reading the following statement.

Intervention Citizen Forum Totana before the full City Council and the citizens of Totana

We appear before you, and to other citizens and neighbors of Totana, to contribute our bit to what we consider to be a serene and profound debate on the proposal to amend the Electoral Act presented by the government for upcoming municipal elections.

We are citizens of diverse conditions, the range of social ideals and motivations is very different from us, but we hold as true, and as a legitimate aspiration, the common idea of ​​the need to conquer Democracy and political representation for our people.

We start from a premise verifiable, and has confused the public into believing that they can elect representatives to their institutions.

We assert that this is not true, also affirm the election and appointment of persons who are to form the party list and then be endorsed, it is for a few people who have the power exclusively.

The citizens do not enjoy political freedom needed to elect real representatives for their interests, the council voted on party lists does not represent the neighbors, represents the party that appointed him, the proof is attached to the condition representative or spokesperson of a particular party consistently in discussions and official documents.

No representation is no Democracy.

No possibility of revoking the imperative mandate of citizens elected councilor on Democracy no.

All remain the same: proportional, party lists, simultaneous election of councilors and mayor, impossibility of democratic controls, absolute power of the mayors of the council, unrepresented citizens, neighborhoods and districts without representation.

The Civil Society sacrificed the distribution of power to the political parties.

All for the people and for the people, but without the people.

It is the citizens to control their representatives that we have revocability to replace councilors who do not meet agreed with their constituents, we can elect the Mayor of Totana in separate elections that would be made to Councillors, in single-member nominations, and double round majority.

This itself is !, this we can call each other directly elected Mayor !.

What the Government proposes is a big lie.

It is also that we can choose Councilors District, elected from single applications, double round, to respond to the neighbors, to maintain contact with them, to meet regularly, to the Plenary and instituciónn work the problems of their neighborhood.

And also, for all of them together in plenary involving democratic control democratic city government represented by Mayor.

Nor can citizens now elect their mayor, nor the Government's proposal may totaneros choose their Mayor.

As citizens and as concerned neighbors for the common good, we call on political parties, associations of all kinds and associations in general organize a real debate on Civil Society, serene and deep, so that this very crucial in the life of the municipalities and citizens, be treated and analyzed in time for their understanding and maturity before legislating under pressure threatening the loss of power.

We are not worth the current Electoral Act because it is not democratic nor representative of society, but not worth the government's proposal to us.

Spain needs an electoral law that separates powers in origin, to ensure the representation of citizens and enforceability of the representative.

Majoritarian system, double back, small districts, single-member representation.

System of checks and balances.

The proportional and absolute power of the mayors who suffer today ensures corruption and ruin the town hall.
