After having read the motion of the Mayor and heard the plenary debate held last Tuesday, met the side of City Hall, and the manifestations of the Mayor of Totana in the assembly held on Friday 5th in jail in connection with damage due to storms and floods last Friday 28, on behalf of the Union of Farmers and representing over 2,000 farmers associated with 30 entities, all of them members of the Local Agricultural Advisory Council, we have representation given in writing, after meeting with their representatives on Monday night 8, we move to the public the following:

1st. - Which seems a contempt for those affected that no representative of the Popular Party attend the meeting held by COAG on Tuesday, despite having been invited, and that the Mayor refuses to postpone the celebration of full time and half, as he had requested the opposition groups, especially knowing that when the House convened for several hours they were placed posters and sent him sms summoning the assembly.

2nd. - It seems an error, difficult to justify, in the motion of the Mayor who approved the plenary on Tuesday, appearing paragraphs as "but this time the damage was minor compared to other storms recorded in Totana ..." do not know if that is the reason that the Minister of the Presidency, you may have received the text of the motion, to make provisional assessment of damages, on Wednesday made repeated reference to Lorca and Puerto Lumbreras, and does not refer at all to Totana .

And maybe it's the same reason that the Minister of Agriculture, in his remarks last Thursday, has not included in the definition Totana or call ground zero (most affected), or in the second (less affected), in the assessment of damages submitted by the Regional Government to the media, which was filed last Friday by both the Deputy Prime Minister as the Chief Regional Government Spokesperson.

4th. - Neither we understand how to sow confusion among those affected, issuing a proclamation of Mayor which urges state in writing the damage "before" last Friday October 5, when Lorca barely started Last Wednesday the laborious process of collecting statements of thousands homeless.

And on the other hand is convened by the Mayor with an assembly of the people affected and the field in Friday night, and supposedly closed the period for reporting damage, which was set to the side.

An assembly that, despite the hundreds of letters, calls and posters and cars with loudspeakers, was a resounding failure because just grew to a few affected, along with Councillors.

5th. - But what we think is an insult to the intelligence of the players and a lack of sensitivity and practical support to those affected, ie it can not be exempted and paralyze collections management of IBI rustic as "illegal ".

And because, allegedly, had been requested by agricultural organizations and that it is they who have to claim it.

When from COAG have written repeatedly complained that we used last year and deceit, after several years without charging the IBI, we assume that "illegally"-communicating in writing to taxpayers rustic IBI, which was collected because organizations land we had requested, to cover rural childcare costs, when it had not, at least by COAG.

We pass the ball to the request for aid to Brussels, Madrid and Murcia unproven, albeit symbolically, in advance, as was done by the city in 1997 (200 million pts.), Solidarity with the City of Totana affected their neighbors, with the immediate suspension of the collection of rustic IBI, is a serious contradiction, that might have had something to do with the "forgetting" Totana by the Regional Government.

Therefore Farmers' Union Under Guadalentín (COAG) and the representatives of the 30 agricultural organizations and cooperatives gathered on Monday 8th in CEBAG, we adopted the following resolutions:

1) That from COAG and from some cooperatives let's focus on making the processing of insurance claims to affiliated and unaffiliated, but clarify that the reporting period and grant application was not completed on Thursday or Friday, despite the confusing side of the Mayor of Totana.

2) that these insurance claims of farmers and ranchers will be delivered directly to the Ministry of Agriculture and the City of Totana, who seem to ignore the damage to crops in the motion adopted.

3 º) That neither COAG or the 30 entities and cooperatives represented, all members of the Advisory Council Agrarian will participate or cooperate in any action on this matter, driven by the City of Totana, until it does not publicly report the immediate exemption and suspension of the collection of rustic IBI 2012.

Because if this decision is delayed more than a week, payment will be irreversible.

Because we do not trust anything that the City will issue a refund after being admitted.

4) We will coordinate our activities strictly with representatives of farmers Lorca through COAG-Lorca, and through the newly established platform of the 30 agricultural organizations and cooperatives Totana, which invite you to join other entities, cooperatives and Totana business entities.

5 º) responsible to the Mayor of Totana and his administration of the serious deficiencies identified in the implementation of the emergency plan and the oblivion of Totana by the Regional Government in making the assessment of damages and request aid Madrid and Brussels, while we tell Totana Mayor and his administration, you should take note of the discreet and efficient activity of the Mayor of Lorca, which from here wish you a speedy recovery, which has spent visiting companies and organizations and the different areas affected and to collect the opinions and assessments of citizens and especially organizations representing farmers.

While the Mayor of Totana has focused on dealing with representatives of farmers, and attempt to bypass the agricultural organizations and cooperatives, convening a meeting with the affected base of urban and rural areas, with the clear and resounding failure convening of all known.

6th. - Ratify the takeover subscribed to the Farmers Union and its President acting as representatives and spokesmen of the affected platform.

But despite all this the interests of affected totaneros more than ever require a unity of action and a consensus that Mayor should promote itself, forgetting political grandstanding and saving attitudes that do not belong, and making himself available to those affected and their representative organizations, together, be able to get the victims of Totana not slighted and receive the support and assistance they are concerned, and that public authorities to address, once and for all, the execution of works and public infrastructure necessary to minimize damage in future occasions and flooding occur again on 28 September.
