The plenary session of the City Council of Totana approved last night, in extraordinary session, the Adjustment Plan necessary to request to the Ministry of Finance and Public Function measures that allow the cancellation of part of the existing municipal debt with the State Agency of Tax Administration, coming from the deficit derivative with the Commonwealth of Channels of Taibilla, as well as the debt derived from the Fund of the Settlement Fund for the Financing of Payments to Suppliers of Local Entities.
In both cases, the totanero Consistory is being object of the retention by the Ministry of deliveries on account of the Participation in Taxes of the State, so that instead of the 538,976 euros that would correspond to this concept is receiving 265,031 euros of ministry funds each month.
The proposal of the Mayor was approved with the votes in favor of the PSOE municipal groups, Ganar Totana-IU and the councilor not attached;
and against the PP.
This agreement will allow the Ministry to be authorized to approve the new financing needs, as evidenced by the Adjustment Plan, through the formalization of a long-term credit operation to cover part of the aforementioned debt.
The loan would be for ten years including two of deficiency and an interest that would pass from five to one percent.
Currently, as of August 31, the debt that the City of Totana has with the Commonwealth of Channels of Taibilla is 1,211,789.90 euros;
while that from participating in the Settlement Fund for the Financing of Payments to Suppliers amounts to the amount of 30,890,649.55 euros.
The Delegate Commission of the Government for Economic Affairs adopted last June an agreement modifying the financial conditions for the local entities that are canceling their debt from the Liquidation Fund for the Financing of Payments to Suppliers through withholdings of the State Tax Participation could substitute for the formalization of loans from the Fund to Local Entities.
Among these entities, the City of Totana was among the beneficiaries of being able to request such a regulated measure, but had to modify the adjustment plan in force from the fourth quarter of 2016 through a full agreement.
The Councilor for Finance, Ana María Cánovas, gave a press conference of the financial details of the agreement of the plenary and explained that the Adjustment Plan has been approved because it is the one that determines the basis for carrying out the changes in relation to the new financing needs arising from the new measure to be implemented.
On the approval of the general municipal budgets of 2017, the mayor has announced that these are already prepared and that an extraordinary plenary is planned to be held in October for final approval.
