Approved consideration of allegations made during the public exposure period (08/06/2017)

The Plenary of Totana City Council today approved, in an extraordinary session, with the votes in favor of Ganar Totana-IU and the PP and against the PSOE and the councilor not attached, the consideration of allegations presented during the public exposure period for the Correction of deficiencies to the provisional approval of the General Municipal Plan of Ordination (PGMO).

The proposal of the Mayor's Office seeks to estimate some allegations, to do so with others in a partial way, taking into account technical and legal arguments, to dismiss others and to approve the rectifications of errors appreciated in said documentation.

The plenary session of the Consistory totanero agreed to approve, on 13 February, the document drafted by the municipal technical services for the correction of deficiencies to the provisional approval of the project of the PGMO.

From this administrative file, it appears that 16,241 claims have been filed out of a total of 157 different models, of which 39 models have been estimated, 11 models have been partially accepted and 107 models were rejected.

Among the most relevant data, it is recorded that of these 14,286 came from the Confederation of Entrepreneurs of the Bajo Guadalentín (CEBAG) all of them rejected -, 782 corresponded to three groups of different models without identification of their origin, 253 were individual allegations, 240 were Related to the Trail of the Siphons and 140 relating to the deputation of La Sierra.

Of the 39 estimated models, most refer to the heights of the urban center of Totana, and for the most part they requested the allocation of heights that were contained in the document of the PGMO.

The 107 rejected models basically refer to procedural matters, requesting the annulment of the PGMO for procedural defects, lack of sector reports or expiration of the environmental impact statement.

They also consider that the guidelines of the Plenum, the municipal government program or other political criticisms have been violated.

In addition, it includes, among the rejected, heights in the urban helmet, requesting those that appeared in the provisional approval of 2008 and in the partial final approval of 2011, considering them erroneously as the pre-existing heights of the urban helmet.

There are also others referring to uses in the area of ​​Los Huertos, since it was intended a limitation of uses more restrictive than even proposed for urban land, taking into account what they consider protected nature of the area.

Although the request has been rejected as proposed, the measures taken to safeguard the conditions of this emblematic area of ​​Totana have been incorporated into the document of the PGMO, with proportionality between the uses and characteristics of the plot in which it is inserted (Maximum occupancy, maximum height -2 plants-, treatment of free spaces, minimum wooded area, etc.).

Other blocks that have been rejected are those referred to the road south of Totana, in its section that runs through the nucleus of Los Sifones, the classification of the soil and minimum plot of construction in La Sierra and other varied issues, such as expansion of Los Orchards, cataloged buildings, general road systems, action units and urban land boundary in El Paretón, among others.

Other considerations included in the allegations will allow the improvement of the suitability of the proposed heights for the urban area of ​​Totana with respect to the pre-existing ones, a parcel of equipment has been classified in what is currently the municipal park "Marcos Ortiz" that makes possible The coverage and closure of the current auditorium and has expanded the portion of endowments located in front of the "San José" CEIP, making possible the future construction of a covered sports court.
