Citizens present two motions and requests to the ordinary plenary session in September (22/09/2020)

Mr.

José David Amorós López, councilor and spokesman for Citizens in the Totana City Council, has presented for debate and voting in the ordinary plenary session of September 2020, two written motions and requests consisting of:MOTION: ADHERENCE TO THE ARBRITRAL BOARD OF TELEMATIC CONSUMPTION.Due to the pandemic generated by Covid-19, the General Directorate of Consumption and Crafts has promoted the so-called “telematic consumer arbitration board” in collaboration with local administrations.Last July said DG offered in writing this substantial improvement to all the municipalities of the Region of Murcia, currently twenty-nine municipalities have confirmed their adherence to the initiative of the DG.We understand that this initiative is very favorable for the municipality of Totana, since the elimination of personal bureaucracies that entail trips to the management center, long waits, as well as lost working hours (sometimes difficult to justify), is one of the Objectives set in the services as priority in all administrations, both general, regional or local.If the above is totally reasonable, in times of pandemic, in different areas and situations, telematic management is confirmed as essential, due to the lower social exposure. This does not entail the total elimination of the current management, since it is understood that certain sectors, due to age or lack of adequate means and knowledge, can continue to choose the old system according to their preferences in this regard.

But this does not condition the improvements and advances of the rest of the citizens.MOTION: SUPPORT AND THE PREPARATION OF A SPECIFIC AID PLAN FOR THE NIGHT LEISURE SECTOR.The serious situation that many sectors of the city are suffering from COVID-19 and the measures established to control this pandemic are known to all.

Among these sectors, nightlife venues and the rest of the companies related to this sector are particularly affected, whose economic activity continues to be paralyzed today.The health crisis situation has caused around 60% of nightlife companies throughout Spain to go bankrupt.

This type of leisure is a very important part of the national economy, representing 1.8% of GDP and nearly 300,000 families live in this sector, strategic for the country's tourism.At present, and as the events are developing, we see that the measures taken in terms of nightlife companies are clearly insufficient to alleviate the situation, and for the moment the Central Government has not planned any type of support measures that facilitate the exit from the crisis for entrepreneurs in the sector.That, on the part of the Totana City Council, as a municipality with a special link with the commercial economic fabric, requires measures to boost and reactivate after the zero production suffered in recent months, which has caused the closure of many premises and the extreme situation in which are many others.That is why we consider that new solutions should be applied that in an extraordinary way allow these types of premises alternative ways to reactivate their business, such as the granting of bar and / or cafeteria licenses.

With this temporary measure, nightlife venues could open their premises in compliance with the regulations issued for bars and restaurants and, at least to a large extent mitigate the losses generated by the total closure.I PRAY: SUMA AND FOLLOW THE MURCIA REGION CAMPAIGN. It is an information, awareness and sensitization campaign aimed at young people in the Region of Murcia on the risks of COVID-19 and contagion prevention measures, which was born from the collaboration between the General Directorate of Youth and the Local Councils of the Youth of Murcia, Lorca, San Javier, Mula and the Council of Youth of the Region of Murcia.Under the slogan "Success is continuing to add", the General Directorate intends to send a message of optimism and encouragement to all young people from Murcia to continue acting responsibly on a day-to-day basis.

The conclusion that our young people will obtain from this campaign is that every effort and every detail that we do on a day-to-day basis, such as keeping distance with your friends, always wearing the mask in public or washing hands frequently is key to overcoming this situation.

"Success is the sum of efforts made day after day."It pursues a triple objective structured in four ways of action. Goals:1.

Inform, sensitize and educate young people about the importance of security measures.2.

Achieve the commitment and involvement of the young population of the Murcia Region with security measures.3.

Make the own young promoters of this campaign and its message.Actions: The campaign will be developed in different ways and actions, highlighting initiatives both in social networks and in different digital media.

It will also incorporate physical presence in different municipalities in our Region and specific graphics for barnnes, muppis, etc.1- Social networks and media.For several months we will launch tutorial videos and creatives to flood the networks with the Campaign and Interact with young people digitally through QR codes.

These videos will be released through the platforms most used by young people such as instagram and tik tok.In addition, informative spots will be launched in the regional press, radio and television.2.- Awareness pointsThrough the creation of information and awareness points that will be located in the squares and public places of the different Municipalities that adhere to the Campaign, merchandising of the Campaign will be displayed such as personalized cardboard cubes, roll up, T-shirts, masks, etc.

.and they will be informed of the entire Campaign.

For this, young people will be able to use their own mobile devices so that by means of QR codes they can access the information and view it, thus avoiding the use of pages or triptychs in paper format, as a means of prevention.Strategic enclaves will be chosen that are places frequented by young Murcians as meeting points for their localities, without holding public calls given the current health situation.3- Outdoor advertisingLa Dirección General de Juventud ofrece la posibilidad a los Municipios de introducir circuitos de muppis, banderolas o lonas en farolas o edificios públicos, estructura o display para colocar en plazas con lonas, sticker en las principales calles, etc.4.-Charlas o Píldoras informativasSe organizarán Charlas o Píldoras informativas en Centros Educativos de Secundaria, Bachillerato,Centros de Formación Profesional y Universidades.

Estos pequeños talleres de tiempo reducido estarán basados en la presentación de los recursos audiovisuales de la campaña y un pequeño cuestionario informativo sobre la importancia de las medidas de prevención.RUEGO: CREACIÓN DE PLAN DE DEFENSA INTERFAZ URBANO-FORESTASL CONTRA INCENDIOS. Según el Real Decreto 893/2013, de 15 de noviembre en su apartado b) “En las zonas de alto riesgo (ZAR) de incendio declaradas por cada Comunidad Autónoma, será necesario adoptar medidas especiales de autoprotección pasiva de la edificación o instalación frente a posibles fuentes de ignición procedente de incendios forestales” y pese a ser cierto que las ZAR (Zonas de Alto Riesgo) delimitadas por la Orden de 12 de julio de 2012, de la Consejería de Presidencia (BORM nº169 de 23 de julio de 2012) Totana está incluida en zona alto riesgo.Ciertas zonas del municipio cuentan con peligro potencial de interfaz urbano-forestal como pueden ser:Urbanización de la CharcaUrbanización Residencial EspuñaAsí, como cualquier vivienda cercana al entorno forestal de nuestro municipio.También, añadir del peligro de varias calles y solares cercanos a entornos forestales que presentan peligrosidad potencial de cara a los incendios principalmente, a la presencia de matorrales mezclado con árboles.

Los matorrales se secan con facilidad en época estival y esto hace que puedan arder, pasando a las copas de los árboles y debido a la cercanía de éstos con las viviendas pueden generar daños personales y materiales de gran repercusión.MÁS VALE PREVENIR, QUE CURAR.
