The mayor shows his rejection of the procedure for distributing extraordinary funds from the Government of Spain to combat the pandemic in the municipalities of the Region (19/06/2020)

| The Region of Murcia will receive 256 euros per inhabitant, the second lowest figure among the communities autonomous common system | The mayor, Juan José Cánovas, has shown his "deeper" rejection of the extraordinary funds distribution procedure that the Government of Spain has announced to the Region of Murcia, and more specifically to Murcian municipalities that have a difficult economic situation and financial, as is the case of Totana; at the same time that it has demanded "a more equitable distribution".The first mayor regretted that this Region is, once again, in the queue in this distribution with 256 euros per inhabitant, when it would correspond to about 500 euros; and said she agreed with the approach made by the regional government because "there is no right to make a distribution of these characteristics that clearly harms the citizens of this autonomous community."To this are added the problems that municipalities have, such as that of Totana, with a situation “so precarious” due to the debt it carries; to which must be added the significant fall in income that has broken with the expectations of economic equilibrium that were predicted.The mayor of Totana has indicated that it is time for "the municipalities to stop being the poor little sisters of the Public Administration", assuming extraordinary expenses for the provision and maintenance of services that affect other administrations, leaving little room for maneuver, since It deals with improper competences that do not belong to this local administration but do affect it because it is the closest to the neighbor, as it has assured.In this regard, he has stated several cases, such as the expenses that the Totanero City Council will have to face, as a result of this crisis by COVID-19, with the reform of the El Paretón Medical Office, which provides services to inhabitants of the lower districts; or the transport service for the transfer of dialysis patients to the "Rafael Méndez" hospital.The announcement made by the Ministry of Finance and Public Administrations to compensate the regions for the extraordinary expense made to combat the pandemic and help them in the process of economic and social reconstruction that is beginning now is the origin of the discomfort generated in the City of Totana , and also in the regional government.It is a non-reimbursable fund of 16,000 million, of which 377 million would correspond to the Region, which means 256 euros per inhabitant and leaves Murcia second in line among the communities of the common regime.For every one hundred euros that a Spaniard from this fund receives on average, a Murcian will get 74 euros.

If compared to the best treated communities, the regional government will receive for each Murcian 245 euros less than what the Madrid Executive will pay for each of its inhabitants, 174 euros less than a Catalan (40% less) or 160 less than a La Riojan (38% less).The regional government defended from the outset that the fairest distribution would be to apply the population criterion by 100%, but the Ministry of Finance has preferred to give weight to the health criteria related to income in the ICU and the performance of PCR tests, which damages communities that, like Murcia, have been less affected by the coronavirus.
