| The procedure for awarding the Sports Sports Summer services concession contract in municipal swimming pools | The "Summer Sports Center" program that the Sports Department organized every year as an alternative for vacations, leisure and free time and a work-life balance tool for parents will not be available this year in the municipal swimming pools of Totana for the extraordinary circumstances that arise and the sanitary recommendations that this new situation brings about as a result of the pandemic by COVID-19.In fact, the Local Government Board has abandoned the procedure for awarding the service concession contract called "Summer Sports Center" in the municipal pools of the Municipal Sports Center "December 6" and the Sports Complex "Valle del Guadalentín" in El Paretón.It is considered that the conditions and circumstances taken into account for the feasibility study have been substantially modified by the declaration of the state of alarm and the measures adopted by the health authorities, since the conditions of the contract should be executed under very different conditions in prejudice to the economic balance of the exploitation of this public service concession.The Governing Board approved on February 13 the feasibility plan for the service concession and the processing of the contract, as well as the tender announcement and the contract document.
At the end of the presentation period, three offers were received from companies specialized in this matter.With the declaration of the state of alarm by COVID-19, the suspension of the administrative deadlines for the processing of the procedures of the entities of the public sector was ordered.
The bidders must now be notified of this agreement, and may request compensation for the expenses that they may have justifiably incurred when presenting their bids.
