| Among the territories that pass to phase 2 is Totana | The Minister of Health, Salvador Illa, announced this afternoon the territories that from next Monday will go to phases 2 and 3.

This means, he explained, that more than 10 million people will join phase 2.

In total , almost 70% of the Spanish population will be able to carry out the activities collected in this phase.The minister recalled that the process of transition to a new phase is carried out following the established co-governance process.

As is being done every week, the Ministry of Health holds bilateral meetings with the autonomous communities that present requests to change the phase or obtain greater flexibility in the measures.Between yesterday and today, the minister and his team have met with technicians and advisers from nine regional governments.

Illa thanked them "for the enormous work they are doing and their convinced collaboration to adopt, in the de-escalation process, decisions with the highest degree of consensus."These decisions are made based on a joint quantitative and qualitative analysis of different parameters from an integral point of view.The minister recalled that Spain has gone from virus transmission rates of more than 30% to a percentage 30 times lower.

However, it has called for prudence and responsibility.

"The risk of possible outbreaks exists and, therefore, caution is the best ally." In this transition phase, "an equally responsible and exemplary behavior as during confinement will be the best recipe for reaching the goal we seek: the defeat of the virus," he concluded.The measures established for phase 2 are detailed in the Order of May 16, available in the Official State Gazette (BOE).

Last Wednesday, a series of relaxations of phases 1 and 2 were published, thus responding to the demands expressed by some autonomous communities.
