The Plenary approves the extraordinary credit budget modification to enable the line of aid to companies and economic groups to combat the COVID-19 crisis (23/05/2020)

| The corporations kept a minute of silence, at the beginning of the session, in mourning and respect for those killed by COVID-19 | This line of subsidies will be channeled by virtue of rules that will regulate the granting of aid to companies affected by the temporary suspension of their activityThe Plenum of the Totana City Council unanimously approved the Mayor's proposal to give the green light to the budget modification of an extraordinary loan that would enable the announced line of aid to companies and economic groups to combat the COVID-19 crisis in this municipality.This agreement is established after the authorization of the Ministry of Finance and Public Administrations to formalize expenses under the Contingency Fund amounting to 300,000 euros, intended to help and mitigate the economic and social damage caused to the most affected sectors of the population of this locality following the pandemic.This measure aims to promote the economic and social reactivation of the municipality by granting a line of subsidies to the self-employed, micro-businesses and local SMEs affected by the socioeconomic crisis that this epidemic has brought about.To make use of the aforementioned Contingency Fund provided for in the current municipal budget, extended in 2019, the necessary necessary credit modification was required, with a credit of 300,000 euros for expenses derived from this crisis.Operation under the 2020 Management FundIn addition, the Mayor's proposal to accept the measures and conditions contained in the Adjustment Plan proposed by the Ministry and any other conditions deemed necessary for the financial sanitation of the municipality, was unanimously agreed upon, through the formalization of operations of long-term credit for a maximum amount of 14.6 million euros.The measures of the municipal groups and the joint motion –except for Vox- on the more than a hundred measures to be developed in different areas of the social, political and economic life of this municipality were also unanimously approved; as well as recording, for budgetary purposes, the balance of 300,000 euros provided in the Contingency Fund of the extended budget from 2019 to 2020.This proposal included the scaling procedure of the call for aid to companies in Totana in order to help facilitate the fulfillment of their business obligations, the maintenance of activity and employment in this municipality.This line of subsidies will be channeled by virtue of rules that will regulate the granting of aid to companies that have been seriously affected by the damages caused by the suspension of their activity and the damages that the declaration of the state of alarm entailed, in some cases, aggravated by the complicated economic situation that was already dragging down some sectors prior to this crisis.Juan José Cánovas has delivered all the documentation to the municipal political groups during the Board of Spokespersons held this afternoon.The aid will consist of a fixed amount of up to 1,000 euros for companies, individuals (self-employed) and legal entities (companies), with or without dependent workers, when the activity they carry out has been affected by the closure of establishments in the framework of the state of alarm decreed by the coronavirus.In addition, aid of up to 700 euros will be arbitrated in the case of companies, individuals or legal entities, with or without dependent workers, who have not been affected by the closure of establishments, as long as they have suffered a reduction in their turnover.

in the month prior to the application for this subsidy of at least 75%, in relation to the average carried out in the natural semester prior to the declaration of the state of alarm.When the natural or legal person does not register the 6 calendar months required to prove the reduction in income, the assessment will be carried out taking into account the period of activity.Similarly, aid of up to 1,000 euros will be granted to companies, individuals or legal entities in the potters and artisans sector, with or without dependent workers, who have not been affected by the closure of establishments, but given the special Crisis conditions in the sector have voluntarily ceased their activity as a consequence and after the declaration of the state of alarm.Likewise, the aid of 1,000 and 700 euros mentioned above will be increased by up to another 300 euros in the case of having up to 9 workers - even-; and up to 700 euros in case of having from 10 to 49 workers -even-, as of March 1, 2020.The standard application model and the bases for obtaining the subsidies regulated in this call will be available on the municipal website www.totana.es in the coming days.On the other hand, it was approved, with the votes in favor of Ganar Totana-IU, PP, Vox and Grupo Mixto and against the PSOE, Vox's motion for the institutional flags in public buildings in Totana to fly at half-staff in honor and I remember those killed by COVID-19; and that a minute of silence be observed at the beginning of the plenary session for the same reason.Finally, it was agreed, with the votes in favor of Vox and PP, the abstention of the PSOE and the Mixed Group and against Winning Totana-IU, Vox's motion on concrete actions and measures at the local and regional level on the management of nursing homes during the health crisis.In this regard, it was proposed to establish a plan for the inspection and sanitation of residences, the delivery of medical equipment to the personnel of these services, the immediate carrying out of detection tests, the delivery of respirators and health care equipment, updated reports with reliable data on deceased, among other measures.
