The Department of Commerce reports the most relevant conditions for the opening to the public of certain businesses and services and measures to be adopted during the de-escalation, contained in Order SND / 388/2020 that the Ministry of Health published in the Official State Gazette ( BOE) last Sunday, May 3, which establishes the conditions for the opening of certain shops and services to the public as of yesterday, Monday, May 4, with the following conditions and measures to be adopted.Conditions for the opening to the public of retail establishments and commercial premises and of similar services.They may reopen to the public all the establishments and commercial retail and professional service activities whose activity had been suspended after the declaration of the state of alarm, with the exception of those with an area of ??more than 400 square meters, as well as those that have the character of a center or commercial park, provided that the following requirements are met:1.

A system of prior appointment will be established, which guarantees the permanence inside the establishment at the same time of a single client for each worker, without the possibility of enabling waiting areas inside them. 2 ..

Individualized customer service will be guaranteed with due physical separation. 3.

A preferential service schedule will be established for those over 65 years of age. 4.

All establishments and premises that may proceed to reopen to the public, may establish collection systems at the premises of the products purchased. Hygiene measures to be applied:· The establishments and premises that are open to the public will carry out, at least twice a day, a cleaning and disinfection of the facilities with special attention to the most frequent contact surfaces.· The daily washing and disinfection of uniforms and work clothes will be carried out.· Adequate ventilation of all establishments will be guaranteed.· The toilets of commercial establishments will not be used by customers.· All establishments and premises must have bins that must be cleaned frequently and at least once a day.Risk prevention measures for personnel:· The holder of the economic activity must comply, in any case, with the risk prevention obligations established in current legislation, both generally and specifically to prevent the spread of COVID-19, ensuring that all workers have personal protective equipment appropriate to the level of risk.· The use of masks will be mandatory when the two-meter interpersonal safety distance between worker and client cannot be guaranteed.· In the case of services that do not allow the maintenance of the interpersonal safety distance (hairdressers, beauty centers, physiotherapy ...), the appropriate individual protection equipment must be used to ensure the protection of both the worker and the client, and must ensure in any case, maintaining the distance of two meters between one client and another.Protection and hygiene measures applicable to customers:· The time of permanence in the establishments and premises will be strictly necessary to make purchases or receive the provision of the service.· In establishments where personalized attention is possible from more than one client at the same time, the safety distance of two meters between clients must be clearly indicated.

In any case, customer service may not be carried out simultaneously by the same worker.· Establishments and premises must make hydroalcoholic gel dispensers available to the public.· Establishments that have self-service areas, this service must be provided by a worker, in order to avoid direct manipulation by the client.· No trial products may be made available to customers.· In the textile and similar commercial sector establishments, the testers must be used by a single customer and after use they will be cleaned and disinfected.· In the event that a customer tries on a garment that he subsequently does not purchase, the owner of the establishment will implement measures to ensure that the garment is sanitized before it is provided to other customers.
