The mayor shows his concern to the regional government for not being able to use the 2.3 million euros of surplus in 2019 to meet needs in this crisis (01/05/2020)

The mayor, Juan José Cánovas, today expressed his concern to the regional government by not being able to use the 2.3 million euros of surplus in 2019 to meet the needs of the population during this health and social crisis caused by the coronavirus pandemic.The first mayor has participated today in the weekly coordination meeting of mayors with the president of the Autonomous Community, Fernando López Miras, the vice president Isabel Franco, and the Minister of Health Manuel Villegas, for the management of COVID-19 in the Region.The alderman has taken the opportunity to record his concern about the lack of resources that some municipalities have to get out of this situation; And he added that it would be essential to be able to use that money or a part of it to defray expenses generated by the crisis, which has also cost us a lot to save it, he said.He also asked about the specific budget that the regional government is going to allocate to this municipality, given the difficult economic situation that the municipal coffers were already dragging before the pandemic; and has required that the aforementioned 2.3 million euros of surplus for the year 2019 be authorized, regardless of what may come in the future.Juan José Cánovas has explained that the majority of municipalities have the problem that they have money left over but they don't let them spend it; while the case of Totana is different, because we do not have it when we are in debt but we cannot make use of that 2019 savings now.The Totana City Council already requested last week the Government of Spain to make the situation of the municipalities that were already in a difficult economic-financial situation before the health crisis flexible.Thus, the suspension of the rules that regulate the spending rule was requested in order that the municipalities, in a compromised economic and financial situation like this, can address the necessary policies that allow the protection of the population against the social consequences of the pandemic.The mayor addressed a letter to the Minister of Finance and Public Administrations, María Jesús Montero, urging the Government to urgently consider that, while the reform of Organic Law 2/2012, of April 27, on Budgetary Stability is being carried out and Financial Sustainability, this measure is adopted.The Totanero City Council advocates the suspension of the rules that are applied in case of non-compliance with fiscal rules and specifically, the spending rule, so that the municipalities respond, now more than ever, to the needs of their neighbors.
