Cebag calls for exemptions or reductions in local taxes and fees for companies and freelancers whose activity has been affected by the coronavirus (30/04/2020)

Cebag requests the Mayor, government team and all political groups in Totana to exempt or reduce local taxes and fees to all companies and freelancers whose activity has been affected by the coronavirusThe Cebag executive committee, at the request of the associations and sectors with scope of action in the municipality of Totana, has met to examine the measures adopted and announced for companies and self-employed, both at the state level and in the Region of Murcia , and especially to assess and propose the measures that would be most appropriate at the municipal level, mainly in Totana (and also in the other municipalities of the lower Guadalentín), having unanimously adopted the following agreements:  We fully and literally support the manifesto published by Croem, of which our confederation is a member, of whose Board of Directors Cebag is a part, with the evaluations that have been made since Croem. Notwithstanding the foregoing, we would like to highlight that, being very important and far-reaching, the measures and aid and support that have been or will be issued by the central and regional government; For micro, small and medium-sized companies and the self-employed, the measures and supports that are going to be adopted by their City Council are very decisive, as is the case of Totana, for which purpose we appeal to the vision and collaboration of all so that Both the 2020 budget and the extraordinary measures to support the local economic and business sector are adopted and supported unanimously by all political forces, or at least by an overwhelming majority, as required by the exceptional situation, due to the almost all of Totana's companies and freelancers are going through. We consider that the minimum measures and support to be adopted by the City Council should include, at least, the following: Exemption or deduction of 100% of economic activities tax (IAE), urban real estate tax (IBI) and taxes related to business activity (waste, ford, water, garbage, vehicle circulation tax, and others ), for companies, entrepreneurs and the self-employed who have been affected, to a greater or lesser extent, by the total or partial suspension or by the decrease in their activity.

This 100% exemption or bonus is understood to apply also to workers whose habitual activity has been totally or partially affected, as well as to those family units registered in a home, in which some member has seen their total or partial suspension or interruption of their work activity, as well as in which a self-employed person or businessman or company is also affected. We request that, to those entrepreneurs, companies, self-employed or family units not directly affected by the suspension of activity or employment contract, a general reduction of 50% should be applied to IAE, urban IBI and other rates and taxes derived from the activity.

We request the support of the municipal government team and all political groups so that through regional and county business organizations, and in collaboration with the consistory and regional institutions; a financial agreement is signed, with the financial entities with an office in the locality, that transfers and specifies and makes available the state and regional help lines with agreements adapted to the companies and freelancers of the locality. "It would be difficult to understand and accept that a businessman or self-employed person from Totana could not avail himself of the same grants and exemptions as those of other municipalities in the Region; due to a situation for which they are not responsible." We want to appeal to the Mayor and the municipal government team and all the political forces, so that they resolve the obstacles that would prevent the application of certain measures and aid, due to the special and very serious economic and financial situation of the Totana City Council. It would be neither fair nor acceptable that the entrepreneurs, companies, freelancers, or workers of Totana affected by this extraordinary situation, could not avail themselves of support measures or aid that they could, if they were registered in Cartagena, Fuente Álamo or Mazarrón, to give just a few examples.The citizens of Totana, as entrepreneurs or owners of companies, self-employed or affected workers; they can never be wronged or captive, or prevented from accessing aid, due to the serious financial situation of their town hall, for which they are not responsible, for not having caused it.There can never be a company or an entrepreneur who cannot open or resume their activity due to not having the aid or support they have in other municipalities, or who has to close their business or activity or suspend it, due to not having the help they have in other municipalities. From Cebag we put ourselves at the disposal of the municipal government team and request the creation of a permanent working group, in which all the political groups are present, in which we can collaborate, if invited, by the most representative economic and social entities of the municipality, to deal especially with all the problems with municipal incidence, derived from this situation of serious crisis, which we are very much afraid of, if nobody remedies it, a much greater economic and social impact on the citizens and companies of Totana, despite of being a municipality with a low proportional incidence of citizens affected by the virus.
