Likewise, the person in charge of the animals must carry out the movement in a prudential and reasonable manner every several days - in no case on a daily basis - complying with all the sanitary precaution measures provided by current legislation to avoid the spread of COVID-19.This measure aims to prevent animals from starvation or serious sequelae due to malnutrition, in the absence of food and water or without veterinary attention, given the current state of alarm that tries to prevent the movement of people or unnecessary movements.This document is intended to inform police officers of such a circumstance (at any time they can verify this circumstance in this exceptional situation by accompanying the owner to the place where the animals are found), and avoid cases in which, if they do not attend these animals or prevent their care, presumably could constitute a crime of animal abuse by commission for omission in the duty of proper care.The City Council reiterates that this is obligatorily an operational tool for its correct and adequate use by animal owners, but in no case should it be an instrument to promote or procure unjustified and unsupportive movements that, if proven, will be sanctioned by virtue of the regulation of the state of alarm by the police officers.The heads of the Police Coordination Table of COVID-19 in Totana and the Municipal Public Health and Health Services have already reported this procedure to the municipality's veterinary clinics in order to make proper use of the procedure by the beneficiary users, and that the elementary norms of combat of this epidemic are not contravened.
