"Government pact versus non-government pact or blockade" (28/12/2019)

"Today I read in the press a headline that offers me curiosity:" THE CITY COUNCIL OF CARTAGENA WILL COLLECT 2.5 MILLION EUROS IN 2020 FOR THE RISE OF THE IBI. "An increase agreed in plenary by the votes of PSOE (Councilors elected in their lists), PP and Citizens.

The same parties that have a Government Pact in Cartagena (with distribution of the Mayor's Office), maintain a Pact of NO GOVERNMENT OR BLOCK in Totana.

While in Cartagena they raise the IBI in Totana, they reject a very small update of Rates and Public Prices to comply with the Adjustment Plan imposed by the Ministry for the aid it has given us.

On December 23, in the Plenary Ordinary, these parties, added VOX and the Transparent Platform, joined their votes (with abstention or vote against) to reject this modification of Public Fees and Prices.

What was the modification that I, as head of the Treasury, proposed to the Plenary and facilitated the Municipal Groups with more than 10 days?

It was not intended to increase the IBI

It was not intended to increase the Vehicle Seal.

It was not intended to increase Water or Sanitation.

It was not intended to increase Garbage Collection receipts.

Just update and review some public rates or prices that I reflect here for your curiosity.

Some increased slightly, others fell and others were eliminated.

Only services that are used sporadically (not by 100% of citizens) aimed at leveling the expenses involved in providing them according to municipal technicians.

This proposal was studied, a week before in the Informative Commission of the Treasury, in which the Groups did not ask anything about anything and that is where they discuss the issues prior to the Plenary.

Perhaps that is the concept of dialogue that those who accuse of not talking to the Mayor have or go to Belen to ask for dialogue that they never exercise or have ever exercised.

And what did the PSOE do in plenary?

Well, knowing that it would not come out of the Blocking Pact, abstain because "they supported the negotiation that they had in the previous legislature with the Central Government."

I do not know if they had any secret negotiation that was not that of "going to hand over the keys of the City Hall to the former Mayor of Jaén" (At that time the secretary of state after leaving the capital of Jienense in ruins), as Boabdil el Chico did with those of Granada.

The economic results of Totana are there: Up to date with Social Security, Finance, fees with Banks, Suppliers, Mancomunidad de Canales del Taibilla and significant savings of hundreds of thousands of euros in interest by reducing or eliminating debt (at 8% with Liquuas or 3%, with Taibilla) that give us room to fulfill commitments.

It is possible that this is the great reason to try to desperately block.

We only know that in Alhama there is a spectacular tax increase with the PSOE ruling with an absolute majority.

In Cartagena with its pact with the PP and Citizens.

A timid update is not allowed in Totana.

What is the difference in criteria?

You yourselves value. "

Juan José Cánovas, mayor of Totana
