Authorization is requested from the Ministry of Finance and Public Function for the extension of the 2020 municipal budget with the adjustments made (18/12/2019)

The Local Government Board has approved to submit to the Ministry of Finance and Public Function the proposal for extension of the municipal budget of 2020 with the adjustments made on the initial forecasts included in the current budget approved for the year 2019, all with the purpose of submitting it a prior and binding report of said Ministry.

In addition, the documentation indicated on the virtual platform "COMEX" has been accompanied, in this case, the economic report of the budget, the bases for the execution of the Budget, the audit report, the consolidated budget of Income and Expenses according to SEC criteria, the budget of income and expenses of the City Council and of the Municipal Societies, the expenses with financing of other Public Administrations, the application of accounts 413, 555 or equivalent and the postponements of debts with the Social Security.

This request is made taking into account that it has not been possible to comply before December 31 with the necessary procedures for a new budget to enter into force on January 1, 2020, so the processing of the corresponding extension of the current budget approved for the year 2019.

In addition, it is carried out considering that the City Council has had access to extraordinary measures and additional liquidity support mechanisms articulated by the General State Administration within the framework of the first additional provision of Organic Law 2/2012, of April 27 , of Budget Stability and Financial Sustainability, and that access to such mechanisms imposed the conditionality of submitting to the prior and binding report of the Ministry of Finance both the project of the municipal general budgets and, where appropriate, the budget extension, if at the beginning of the year Economic 2020 would not have entered into force the corresponding budget.

The City Council of Totana has submitted this proposal taking into account the file prepared regarding the extension of the budget for the year 2020 that is attached as documentation attached to this proposal, all based on the Budget approved for the year 2019 and taking into account Account the documentation required in this regard by the Ministry of Finance on the virtual platform COMEX.
