The councilor of Citizen Participation and Celebrations, Agustín Gonzalo Martínez, has presented a proposal to the plenary session of September to modify and update the Municipal Commission of Celebrations and its operating guidelines in the municipality of Totana.

The Municipal Commission of Celebrations is constituted as an organ of participation in the planning, organization and evaluation of festive programs and activities in the municipality of Totana.

Among the objectives of the aforementioned Municipal Commission of Celebrations are those of promoting and facilitating the participation of citizens in the municipal area of ​​festivities for the patron saint festivities of Santa Eulalia and Santiago, as well as in neighborhood and district parties.

Similarly, it is intended, with this, to propose, plan, coordinate, agree, perform and evaluate such festive activities that configure the different programs that, from the Celebration area, are carried out throughout the year in the municipality of Totana;

and establish coordination tools between the different municipal management areas involved in the development of the festive programs that take place in the municipality.

The Commission of Celebrations would be composed by the president (mayor-president of the City council or deputy mayor delegate);

Vice President (Councilor for Citizen Participation);

secretary (secretary of the municipal Corporation or delegated person -with voice but without vote-);

a representative of each of the municipal political groups and independent councilor;

and the councilors of Celebrations, Culture, Youth and Tourism, Commerce, Sports, Infrastructure and Services to the City and Police and Citizen Security.

In addition, according to the proposal, it would be formed by a representative of each of the Hoteliers' Associations and another representative of each of the Associations of Merchants with activity duly constituted and registered in the Municipal Register of Associations and Entities;

a representative of the Federation of Peñas de Carnaval de Totana;

a representative of the Illustrious Superior Council of Processions of Totana and a representative of each of the Neighborhood Associations of the municipality with activity, and duly constituted and registered in the Municipal Register of Associations and Entities.

Likewise, a technician will form part of each one of the areas of Culture, Celebrations, Citizen Participation, Youth, Tourism, Sports, Trade, Services and Infrastructures, Police and Citizen Security, all of them with voice but without vote.

They may also participate in the Commission, as guests with voice but without vote and, when the matters require it, any other municipal technician, experts, members of associations, entities or groups, as the initiative of the councilor.

In relation to the functioning of said body, the proposal states that the president will establish the agenda, opening, moderation and the lifting of the sessions of said committee.

The ordinary sessions will be held once a quarter, notwithstanding that the persons in charge of each area can call independent meetings with the members of their area.

Extraordinary sessions will be held by decision of the president or, at least, requested by a third of the members of the commission.

The agreements of the commission will be considered reports, and will be transferred to the appropriate bodies of the City Council, or to the competent bodies of the central or regional administrations.

The Commission of Celebrations will be validly constituted with the attendance of half of the legal number of members, including the President.

Agreements and decisions will be adopted by simple majority, except for those matters that, due to their importance, are considered to require an absolute majority.

The Secretary or person delegated shall draw Minutes of each session.

The members of the Commission will be summoned to the sessions by electronic means with a minimum notice of 72 hours for the ordinary sessions and 24 hours for the extraordinary ones.

As the proposal of the proposing councilor points out, the local Administration must encourage neighbors, collectives and associations to be the true protagonists in public life, making proposals and collaborating with the Local Corporation, joining forces and promoting mechanisms that favor the right to participate. of all.

It is the objective of the Councils of Citizen Participation and Celebrations to arbitrate mechanisms and tools that allow neighborhood involvement in the consensual collaboration of the festival programs that take place in the municipality throughout the year (Fiestas de Santa Eulalia, Fiestas de Santiago programs , and Parties in neighborhoods and districts).

Given that times and circumstances change, it is proposed to modify and update this Festival Commission as a participatory structure in the planning, organization and evaluation of festive programs and activities in the municipality of Totana.
