The Councillor for Citizen Participation and the Defender of the Neighbor to announce the creation of the mediator of conflicts (19/06/2009)

The Councillor for Citizen Participation, Juan Carrion, and the Defender of the Neighbor of Totana, Julia de la Peña, announced the creation of the mediator for neighborhood disputes and the possibility of creating a representative body of neighborhoods, while presenting the conclusions of the bi-annual management report for the period 2007/08 in the municipal service provided to citizens of Totana in a completely altruistic, and where there have been a total of 23 cases.

The mayor explained that he is considering proceeding with the creation of these two figures, modify the Rules of Procedure Municipal Citizen Participation, in order to allow new channels of direct citizen participation with the City.

Also, Julia de la Peña noted the existence of a certain lack of procedures to follow to resolve neighborhood complaints because users do not know the procedure for making complaints and suggestions in the city of Totana and the possibilities it has.

Julia de la Peña noted the difficulty that some cases present at the time of its resolution, especially the specifics of the municipal area of immigration and stressed that more has affected perhaps where the Office of the Ombudsman's neighbor when transferred to the suggestions of associations, groups and private citizens.

During the years 2007 and 2008, the Office has intervened in total 23 cases, after exhausting administrative remedies for those affected, among which complaints raised by problems of coexistence and neighborhood conflicts.

Moreover, Julia Pena noted that where more has affected the Office of Ombudsman for Neighbor is to issue the suggestions made by associations, groups and private citizens for a better functioning of municipal services, which have already moved to the council responsible for the different areas.
