The Mayor of Totana, Juan José Canovas, has raised a motion in January full regular proposing that the City of Totana prioritize the payment of salaries, social benefits, maintenance and infrastructure and basic services, among others;

against the payment of loans and interest on the debt.

In the same motion of the Mayor it intends to urge the parliamentary groups represented in the Congress of Deputies for the reform of Article 135 of the Constitution, restoring the primacy of human and social values ​​that the economy is subject to the public interest .

The motion calls for priority on issues such as the priority of payments to municipal workers, small businesses, shops, social work, employment programs, repairs of streets and roads, utilities management, garbage collection, social assistance;

against loans to meet interest and principal debt.

In the same one it remembers that in summer 2011, political parties Spanish Popular Party and Socialist Party agreed to reform Article 135 of the Spanish Constitution.

In the new wording of this article, constitutional status was granted an absolute priority for the payment of interest and principal on the debt of any other government spending need.

The motion of the Mayor, noted that "this decision justified a policy of extreme austerity, cuts and social regression, bringing the unfair distribution of the consequences of the crisis, paying middle classes and poorest sectors while, among elites, cases of evasion and tax fraud multiplied, and corruption. "
