The resolution BORM publishes appointment of Deputy Mayors, composition of the Local Government and delegation of powers of the Mayor in the Local Government (17/09/2015)

9592 Resolution No. 2.318 / 2015 for the appointment of Deputy Mayors, composition of the Local Government and delegation of powers of the Mayor in the Local Government.

On July 1, 2015, the Mayor-President issued Resolution No. 2,318 / 2015 Appointment Deputy Mayors, composition of the Local Government and delegation of powers of the Mayor in the Local Government.

In exercise of the powers conferred on me by Article 21 of Law 7/1985, of April 2 and 46 of Royal Decree 2568/1986, of November 28,

I resolve:

First: Establish the Local Government of the City of Totana, which will be composed of the mayor and the following council members, who are appointed in turn as Deputy Mayor of the powers and competences conferred by Law:

· Deputy Mayor: D. Andrés García Canovas.

· Second Deputy Mayor: Ms Antonia Camacho Crespo.

· Third Deputy Mayor: Ms Gertrude Maria Ruiz Tudela.

· Fourth Deputy Mayor: Ms Inmaculada Blázquez Acosta.

· Fifth Deputy Mayor: Carlos Mendez Ballester.

· Sixth Deputy Mayor: Javier D. Bathrooms Tudela.

· Seventh Deputy Mayor: Ms Maria Isabel Lopez Molino.

Second: Make according to the provisions of Article 21.1 and 21.3 LRBRL, the following delegations of powers attaching to the Mayor on behalf of the Local Government:

· To approve the offer of public employment in accordance with the budget and approved by the full template, approving the evidence base for recruitment and for competitive provision of jobs and distribute the remuneration that are not fixed or regular.

· Approvals development planning instruments of general planning not expressly assigned to the plenary and the instruments of urban management and development projects.

· The approval of works projects and services when competent for recruitment and are budgeted.

· The granting of planning permission on-as well as major works modifications, changes of ownership, extensions of time, temporary licenses, license expiration statements, requests to the Regional Administration building on undeveloped land, recognition of tax credits concerning taxes and fees relating to planning permission ... -, licensing activity and pronouncements concerning statements of public interest;

unless all sectoral laws expressly attributed to Parliament.

· In procurement and property assigned to the Mayor by the Second Additional Provision of Royal Legislative Decree 3/2011 of 14 November, approving the revised text of the Law on Public Sector Contracts approved.

The skills, as contracting authority on contracts for works, supplies, services, management of public services, special administrative contracts and private contracts where the amount does not exceed 10% of the regular budget resources nor, in any case, the amount of six million euros including multiannual where their term not exceeding four years provided that the aggregate of all annuity amount does not exceed either the percentage indicated, based on the regular resource budget the first year and the marked amount.

Likewise, the award of concessions on goods of the same and the acquisition of immovable property and rights subject to the financial legislation is delegated when their value does not exceed 10% of the ordinary resources of the budget or the amount of three million euros, and the disposal of assets if their value does not exceed the percentage or the amounts indicated.

The resolutions adopted by the Local Government regarding delegated matters, have the same value as the resolutions issued by the mayor in exercise of the powers not delegated, subject to adoption by the rules of operation Board.

Independent of the powers delegated this mayor may submit for consideration by the Local Government and deliberative, advice and support to the mayor any matter within its competence to be delegated and vote.

Third: Establish, under the provisions of Article 112.3 ROF, as day and time of holding regular meetings of the Local Government Thursday at 18:00.

Authorize the mayor to postpone or move the holding of regular sessions of the Local Government when the appointed day is a public holiday or is included in the holiday season (Christmas, Easter, local holidays ...) and to vary When convening the session when you supervening reasons so warrant.

Fourth delegations of power made ​​shall be without prejudice to possible singular certiorari by the delegating body.

Fifth: The content of this resolution shall be reported to plenary in the first session to be held.

. Sixth - personally notify this resolution to the designated to be considered tacitly accepted, unless expressly stated;

and forward the resolution appointing the Official Gazette of the Region of Murcia for publication in it, also publish the resolution in the City Hall bulletin board, regardless of their effectiveness from the day of the signing of the resolution by the Mayor.
