The council introduces new administrative reorganization plan (17/01/2013)

Totana City Council is launching these days the new Administrative Reorganization Plan which ends after a year and a half of fiscal adjustment measures, and that includes the creation of six macro-areas and advocates "transversal management of human resources and materials ".

The mayor, Maria Isabel Sanchez and Councilman Human Resources and Public Administration, David Amoros, presented, at a press conference, the features of the plan that aims to "promote local government leaner, close and efficient" and push government action for the two year term remaining.

An administrative reorganization, involving no change of Councillors but the relocation of services and staff, takes place after the application of the package in terms of personnel and cost containment to achieve stability and a balanced budget.

With this procedure, the figure disappears from the management is to be replaced by the coordinator of the municipal area, which means that each worker does not depend on a Department but rather a management area and may play a role in the departments of the proposed areas.

The bouquet councilor explained that the six major macro-areas are now called Dynamism and Social Promotion, administrative and economic management, support and momentum to the productive sectors of the City Sustainable Development, Social Services and Public Safety and Emergency, respectively.

Amorós justified this structural reform similar to that administrations are doing different areas and explained that "it was the result of a long and complex process that will allow us to adjust the actual cost of administering to what we can pay as we ask citizens ",

They include: Dynamism and Social Promotion (Popular Culture, Celebrations, Youth, Citizen Participation and neighborhood associations and Sports), Economic and Administrative Management (Secretariat, Statistics, Public Administration, Finance, Procurement, HR and ICT Intervention); Support Productive Sectors (Training and Employment, Industry, Tourism, Trade, Agriculture, Arts & Heritage and Land) Sustainable Development of the City (Urban and Land, Infrastructure, Services and Facility Management, Roads, Activities, Housing, Environment, Energy and Transportation Alternatives) Social Care (Education, Health, Seniors, Immigration, Diversity and Disability, Women and Equality, Day Centres, Primary Care and Family and Children) and Safety and Emergency (Police and Civil Protection).

The councilor said that the administrative reorganization of services and takes into account the professional qualifications of public employees affected and existing needs.

He reiterated that there is no longer dependent figure of municipal worker directly and exclusive service or Department, but provides a "cross-management" so that anyone can be required or work in the departments which considers the macro-areas management proposals.
