It will also apply to the Ministry of Finance to prepare a catalog of goods and commodities and services of first necessity to pay taxes with a super-reduced VAT charging (4%) to compensate the state of the damaged households and SMEs.

On the motion of Councillor of Industry, Felix Cayuela, also calls the fact consider the electricity and drinking water as basic need services that allow a general VAT taxed (18%) of the small (8%) in the light that families can not meet these basic services as a result of the severe economic crisis.

The last modification of VAT occurred July 1, 2010, when the general rate rose from 16% to 18% and reduced 7% to 8%.

According Cayuela, external pressures and the government deficit (a deficit recorded through May of 36,364,000, equivalent to 3.41% of GDP, which borders the fiscal deficit target for the year) have left on paper these promises.

Since then, the Community authorities have pressured the Spanish government to raise the general rate, still below the European average, and especially to remove products that are taxed at reduced rates or super-reduced.
