Justice supports the decision of the regional government that Totana go back to phase 1 for at least the next seven days (24/07/2020)

The Investigating Court number 3 of Murcia has ratified the order of the autonomous Government by which the municipality of Totana goes back to phase 1 of the de-escalation to contain the expansion of the coronavirus after the "worrying increase in cases in the population related to the outbreak in a pub ", and this was reported this morning to the Totana City Council for its consideration and compliance.In a car issued at midnight and released today by the Superior Court of Justice (TSJ) of Murcia, the judge on duty considers that the measures agreed upon by the health authorities are covered by the Constitution and state legislation, and included in the framework of competences that is reserved to the autonomous communities.At the request of the Ministry of Health and, after consulting the health and epidemiological reports provided and submitting them to the Prosecutor's Office and the forensic doctor, the judge believes that the decision to limit activity and population movements in Totana is "justified, in sight of the documentary background that is provided »on the evolution of the pandemic in recent weeks.

It also considers the« ideal »sanitary measures to preserve the health of the population,« avoiding its uncontrolled expansion in said municipality and the risk of transmission outside the same, risks that are considered objective given the very high levels of contagion that the Covid-19 presents.

"The Minister of Health, Manuel Villegas, signed the order last night with the rules that will govern daily life in the town from now on until the focus of COVID-19 is put down.

The restrictions, which will be in force for seven days, closely resemble those of phase 1 of de-escalation, although somewhat more relaxed. The residents of Totana are prohibited from leaving the limits of the municipal term unless it is strictly necessary.

That is, only to work, to go to a medical appointment, to return to the usual place of residence or to provide assistance to the elderly, minors or people with disabilities.

Neither people living in other municipalities will be able to access Totana, except in the cases indicated above.It will be authorized the circulation on highways and roads that pass or cross the territory of the affected area, as long as it has its origin and destination outside it.

This will benefit residents in Aledo, a neighboring municipality with Totana, for which term it is necessary to circulate in the fastest access from Murcia on the highway.Citizen gatherings may not be more than ten people, both in public and private spaces, when they are fifteen in the rest of the Autonomous Community.

The capacity of the hotel, restaurant and nightlife businesses is reduced to 50% and the activity can only be carried out on the terraces. The closing time is brought forward at twelve o'clock at night, two hours earlier than in the rest of the Region, without being able to admit clients after 23:30.

Nor will it be allowed to exceed half the capacity in shops, funeral homes, places of worship, markets, hotels, cinemas, theaters, auditoriums, teaching academies and museums, among others.
