In the Ordinary Plenary held last night in Totana, and today it is sent for publication in the BORM, the Municipal Budgets for 2019 were approved with a total of 29,808,872.35 euros in the income chapter and 400,000 euros less in the Expenses Chapter to start a Surplus as the objective of that amount in the Fiscal Year.
What is the reason why 2019 budgets are approved in September, almost the year is over?
It is a normal circumstance in municipal administrations due to the conditions that come with the preparation and economic calculations that, in an important part, depend on commitments of the Autonomous Community or the State.
In the specific case of Totana, the Budgets must be informed in a mandatory manner by the Ministry of Finance, given our precarious economic situation and this Public Entity, imposes conditions on us, as is the case of the initial Surplus in the accounts or reductions in chapters of Personnel or Current Expense.
In June 2019, the Budget was pending to be informed by the Ministry of Finance and on my first visit as Mayor to Madrid, I got the commitment to unlock that situation in order to approve the Budget before the end of September.
This management gave results and within a few days we received the report and the free way to approve them with the conditions imposed.
A budget that has been maintained with the extension of 2018 and at an electoral time that conditions the expenses of some councils "that I don't want to point out" because it would be ugly.
In the course of the Debate, the spokeswoman of the PP, that of Citizens, VOX, Platform were "scandalized" by the dates of approval of the Budget, casting the responsibilities of "nonsense size" on the current Mayor.
Even the spokesman of the PSOE, Victor Balsas, in a strange coincidence with the right, said that the culprit of the non-approval of the 2019 Budget to date was, of course, Juan José Cánovas who "had blocked it."
For Victor, it was not the responsibility of the former mayor, until June, or the councilor of the Treasury.
The question, in this spiral of not recognizing certain political situations or electoral results, the PSOE of Totana, comes to coincide with the right in its eagerness to try to wear out the Mayor.
Well, this morning I am in the Official Gazette of the Region of Murcia, the publication of the approval of Municipal Budgets for 2019 of the City of Murcia (Most important of the Region) with Government of the PP with absolute Majority and now through Pacts of the Distribution with Citizens.
Possibly, I have also pressured Ballesta or I will be responsible for the powerful City Council of Murcia, approving their budgets for 2019 on the same dates as in Totana.
One more proof of the lack of consistency of "some arguments" in which Victor Balsas (PSOE), VOX, the Popular Party and Citizens agree.
But they are dismantled with the harsh reality revealed in the BORM this morning.
My congratulations to the Municipal Auditor, Laly Cañizares for his enormous work and dedication in these weeks, to carry out the Budget, prepare the adhesion to the Ministry Funds, the Adjustment Plan and other works that pursue a very clear objective: "Stabilize the economic situation to overcome the flight and normalize municipal work to the needs in Programs and Investments for our people, leaving behind the black era of mismanagement and waste that we now pay "
